定义

“不争论”是邓小平政治智慧的表现。1992年，邓小平在南巡谈话时说：“我们的政策就是允许看。允许看，比强制好得多。我们推行三中全会以来的路线、方针、政策，不搞强迫，不搞运动，愿意干就干，干多少是多少，这样慢慢就跟上来了。不搞争论，是我的一个发明。不争论，是为了争取时间干。一争论就复杂了，把时间都争掉了，什么也干不成。不争论，大胆地试，大胆地闯。农村改革是如此，城市改革也应如此”（邓小平，1995：374）。“不争论”思想蕴涵着对社会主义运动经验教训的深刻反思，凝结着邓小平对历史与现实的思考。邓小平在总结历史经验的基础上，认为当时中国的社会现实，需要抓住机遇，以经济建设为中心，而是不搞无谓的争论，防止姓“资”姓“社”、“国有”还是“民营”等具体问题的无谓争论，防止由争论而影响经济建设和引发社会动荡（宋天和，张军，2004：25）。在“争论”的方式上，邓小平的“不争论”并不是要反对任何形式的争论，而是要反对用政治斗争和政治迫害手段来处理改革开放中出现的问题（薛佃涛，2003：16）。
