毛泽东提出的为使社会主义文学艺术得到繁荣和发展而采取的方针。1951年4月3日毛泽东同志为新成立的中国戏曲研究院题词：“百花齐放、推陈出新”。同年5月5日，周恩来总理签署发布了《政务院关于戏曲改革工作的指示》，制订了贯彻“百花齐放、推陈出新”方针的具体政策和措施。江泽民总书记于1991年l月6日为纪念徽班进京二百周年题词：“百花齐放、推陈出新,适应新时代需要，促进精神文明建设”，在新的历史时期重申了这一重要方针。百花齐放，指文学艺术的发展应充分发挥各方面的创造力，形成百花争艳的局面,在互相竞争和借鉴中不断提高。推陈出新，是对文学艺术发展的继承、革新和创造规律的概括。总体上讲，百花齐放和推陈出新是相辅相成的。社会主义文艺创作的“推陈出新”，其目的就应当是努力创造社会主义文艺园地百花盛开的局面。反过来说，必须经过“推陈出新”，经过对艺术传统的扬弃,继承其中优秀的精华的东西，推掉那些陈腐的落后的东西，同时以社会主义的时代精神和审美观念来进行艺术创造,才可能有文艺的“百花齐放”（赵寻，1991：10）。
