文化强国战略是我国提高文化软实力的重要战略。在新中国成立以后，特别是改革开放的三十多年来，中国经济飞速发展，取得了举世瞩目的成就，由原来贫穷落后的国家一跃成为仅次于美国的世界第二大经济体，但是在这些年的发展中，我们将主要精力放在经济的发展上，以提高人民的生活水平为主，这主要是“硬实力”的体现。但社会是一个整体，一个整体想要健康地发展下去，就必须保持其中的各个部分协调发展，而我们只重视经济的发展，忽略了文明的发展，部分之间的不协调会导致整体发展的不协调。这在我们国家的具体反映就是在经济发展的同时，社会道德状况的败坏，使得社会运行出现了许多问题。党和国家也认识到了这一问题，不再简单地追求经济的增长，而是着重促进精神文明的进步，党的十七大首次以文化作为会议的主题，自此之后，大力弘扬中国特色社会主义先进文化，促进文化“软实力”，增强文化竞争力就成为了这一阶段中国大力弘扬的主题，实行文化强国，这是现阶段中国的一个战略背景（赵云艳，2013：164）。未来30年，将以文化的发展为重点，强调精神文明的建设。因此，文化强国战略无疑成为中国社会发展的核心战略。中国发展经济的许多成功经验对文化发展同样适用，比如实事求是的态度、改革开放的勇气、与时俱进的理念等。基于战略管理的系统思考，未来中国的文化应该定位于现代东方文化，实现现代文化和后现代文化与东方传统文化的融合和创新，在保留传统文化精髓的基础上，以开放的心态建构多元文化体系，真正把人的价值放在文化发展的首位，注重人的个性的解放，最终通过人的全面发展来推动整个社会的繁荣和进步（郑丽勇，2012：120）。习近平同志非常重视文化建设，围绕文化强国战略提出了一系列具有重要意义的大思路。主要包括培育核心价值观、弘扬中华优秀传统文化、提高国家文化软实力、把握意识形态工作的领导权、管理权、话语权等。为了实现中华民族伟大复兴，除坚持道路自信、理论自信、制度自信外，必须增强民族自信，而民族自信的关键是对中华传统文化的自信（习近平文化强国战略大思路.via：http://history.rmlt.com.cn/2014/0909/316706.shtml）。
