定义

政治制度是指统治阶级为实现其阶级专政而采取的统治方式、方法的总和。就其统治而言，包括国家的管理形式、政体的制度、国家的结构形式以及政党制度、选举制度，官吏制度、制订政策的体制和程序、控制和操纵舆论的手段和制度。就其统治方法而言，包括民主的统治方法和专制独裁的统治方法（苏德永，许崇德，1995：554）。人类历史上先后出现过奴隶制政治制度、封建政治制度、资本主义政治制度和社会主义政治制度。政治制度产生于阶级社会，这也意味着鲜明的阶级性是政治制度的最根本特征。它体现了统治阶级通过组织政权以实现其政治统治，并为统治阶级的利益服务。政治制度也反映了社会各阶级的地位以及社会中各种政治力量关系，其实质是特定形式的民主和专政的统一。某一国家的政治制度必然与其阶级本质和经济基础相适应，国家通过发挥政治制度的作用来实现其职能，维护国家的安全和利益，完成其一定历史阶段的总任务。不同类型国家的政治制度各不相同；同一类型的国家由于经济发展状况、历史条件、民族传统及阶级力量对比情况的不同，其具体政治制度也往往有所不同。政治制度通常由一国的法律尤其是宪法来反映和确认，它受法律强制力的保护（刘诗白，邹广严,2000：3604-3605）。
