2015年5月16日，中央人民政府网发布了《国务院关于推进国际产能和装备制造合作的指导意见》（下文称“指导意见”），“指导意见”提出将钢铁、有色、建材、铁路、电力、化工、轻纺、汽车、通信、工程机械、航空航天、船舶和海洋工程等作为重点行业，大力推进国际产能和装备制造合作（国务院，2015：1）。这就拉开了我国在新时期国际产能合作的帷幕。国际产能合作是经济全球化和生产要素逐利性作用的必然结果，也是我国基于发展中国家大力推进工业化和城镇化的现状，实现国家从产品输出向产业输出的重大举措。国际产能合作的意义重大，从全球视角来看，能提升全球的工业化水平，减少全球能源消耗和保护自然花镜，提高世界经济的发展水平和缩小全球各国经济水平的差距。从国家视角来看，他能保证我国经济中高速增长，推动经济结构调整和产业转型升级；形成我国对外经贸合作新形式，为我国企业未来大规模走出去与他国合作奠定基础；合作项目的实施与运营造福当地群众，提升我国大国形象；有利于促进我国企业不断提升生产技术、产品质量和服务水平，增强我国企业整体素质和核心竞争力，提高我国企业在全球的竞争力（袁丽梅，2016：172-173）。在当前经济新常态下，工业产能过度投资和低效利用的现状，越来越不符合我国加快产业转型升级、提升经济增长质量的要求。未来产业发展必须适应并引导新常态，围绕“构建企业理性投资、高效利用产能的长效机制”的中心目标，深化相关领域的综合配套改革，减少政府直接干预，规范投资秩序，为不同规模和所有制的企业提供公平竞争的市场环境，加快创新驱动发展，并借助对外产能合作，带动国内优质产能实现全球高效配置。从而，运用市场机制、经济手段、法治办法有效化解产能过剩矛盾（梁懿丹，2016：42）。
