2004年9月19日，中国共产党第十六届中央委员会第四次全体会议通过《中共中央关于加强党的执政能力建设的决定》，把不断提高驾驭社会主义市场经济的能力、发展社会主义民主政治的能力、建设社会主义先进文化的能力、构建社会主义和谐社会的能力、应对国际局势和处理国际事务的能力确定为执政能力建设的主要任务，并对加强这五个方面的能力建设提出了明确要求，作出了工作部署。这五个方面的能力建设，涉及经济、政治、文化、社会、外交以及国家主权和安全，覆盖改革发展稳定、内政外交国防、治党治国治军（周叶中，2005：4-8）。其具体内容为：（1）努力提高驾驭社会主义市场经济的能力。改革开放20多年来特别是最近十几年来的实践证明，社会主义市场经济在中国不仅可行，而且卓有成效。我国经济之所以能够快速、持续、健康发展，就是与社会主义市场经济体制的确立和不断完善分不开的。（2）努力提高发展社会主义民主政治的能力。坚持和发展人民民主，是我们党执政为民的本质要求和根本途径。在中国，从根本上说，就是要正确处理好党的领导、人民当家作主与依法治国的关系，这是提高党的执政能力的基本要求，也是我们在政治体制改革中追求的基本目标。（3）努力提高建设社会主义先进文化的能力。党只有努力提高把握先进文化前进方向的能力，才能在建设中国特色社会主义、实现中华民族伟大复兴的进程中，在全社会形成激励全国人民奋勇前进的强大精神动力。（4）努力提高构建社会主义和谐社会的能力。我们党要长期执政，不断推动社会发展和进步，必须适应我国经济和社会结构深刻变化的新情况，把建设社会主义和谐社会放到重要位置。我们要在激发社会活力的同时，协调社会利益，整合社会资源，维护社会稳定，努力形成全体人民各尽其能、各得其所而又和谐相处的社会氛围。（5）努力提高应对国际局势和处理国际事务的能力。随着世界多极化和经济全球化的趋势下不断发展，随着我国全方位对外开放格局的形成，我国和世界的相互联系日益加深。在这样的背景下，我们制定政策、推进工作、处理问题，必须有世界眼光，正确认识和把握国际国内因素对我们事业发展可能产生的有利和不利的方面，统筹处理国际国内问题。
