中国共产党第十六次全国代表大会提出的21世纪前二十年中国社会的发展目标。1987年10月党的十三大提出中国经济建设总体战略部署：第一步目标，1981年到1990年实现国民生产总值比1980年翻一番，解决人民的温饱问题，这在二十世纪八十年代末已基本实现；第二步目标，1991年到二十世纪末国民生产总值再增长一倍，人民生活达到小康水平；第三步目标，到二十一世纪中叶人民生活比较富裕，基本实现现代化，人均国民生产总值达到中等发达国家水平，人民过上比较富裕的生活。全面建设小康社会正是在胜利实现了现代化建设“三步走”战略的第一步、第二步目标的基础上提出的。十六大报告指出，我国正处于并将长期处于社会主义初级阶段，现在达到的小康还是低水平的、不全面的、发展很不平衡的小康，人民日益增长的物质文化需要同落后的社会生产之间的矛盾仍然是我国社会的主要矛盾。因此，全面建设小康社会的目标是：第一，在优化结构和提高效益的基础上，国内生产总值到2020年力争比2000年翻两番，综合国力和国际竞争力明显增强。基本实现工业化，建成完善的社会主义市场经济体制和更具活力、更加开放的经济体系。城镇人口的比重较大幅度提高，工农差别、城乡差别和地区差别扩大的趋势逐步扭转。社会保障体系比较健全，社会就业比较充分，家庭财产普遍增加，人民过上更加富足的生活。第二，社会主义民主更加完善，社会主义法制更加完备，依法治国基本方略得到全面落实，人民的政治、经济和文化权益得到切实尊重和保障。基层民主更加健全，社会秩序良好，人民安居乐业。第三，全民族的思想道德素质、科学文化素质和健康素质明显提高，形成比较完善的现代国民教育体系、科技和文化创新体系、全民健身和医疗卫生体系。人民享有接受良好教育的机会，基本普及高中阶段教育，消除文盲。形成全民学习、终身学习的学习型社会，促进人的全面发展。第四，可持续发展能力不断增强，生态环境得到改善，资源利用效率显著提高，促进人与自然的和谐，推动整个社会走上生产发展、生活富裕、生态良好的文明发展道路（全面建设小康社会，开创中国特色社会主义事业新局面——在中国共产党第十六次全国代表大会上的报告.via：http://www.qstheory.cn/zl/zywx/ljddh/gcdsld/201105/t20110525_82518.htm）。全面建设小康社会，最根本的是坚持以经济建设为中心，不断解放和发展社会生产力。通过走新型工业化道路，繁荣农村经济，加快城镇化进程，积极推进西部大开发，坚持“引进来”和“走出去”相结合等措施促进经济发展。中共十七大报告在此基础上提出新的更高要求。第一，增强发展协调性，努力实现经济又好又快发展。第二，扩大社会主义民主，更好保障人民权益和社会公平正义。第三，加强文化建设，明显提高全民族文明素质。第四，加快发展社会事业，全面改善人民生活。第五，建设生态文明，基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式。循环经济形成较大规模，可再生能源比重显著上升（胡锦涛在党的十七大上的报告.via：http://politics.people.com.cn/
