党的基层组织是党在社会基层组织中的战斗堡垒，是党的全部工作和战斗力的基础，也是党的组织基础和党领导执政的基础。“基础不牢、地动山摇”，基层组织建设只能加强，不能削弱。十六大以来，特别是开展保持共产党员先进性教育活动以来，党的基层组织和党员队伍建设按照“推动发展、服务群众、凝聚人心、促进和谐”的功能定位扎实稳步地向前推进，取得了许多重大的理论与实践创新成果，但同时也存在和暴露出一些急需抓紧研究解决的问题。对这些问题进行系统的分析研究并找出病根、对症下药、提出可行性与具有操作性的对策、建议，是真正从逻辑原理与实践需要出发切实推进党的基层组织建设的必由之路（张书林，2008：31）。新形势下党的基层组织建设中存在的问题有：非公有制经济组织党的建设力度不足，国有企业党的基层组织建设出现新问题，城市社区党的基层组织职能定位缺乏可操作性，农村党的基层组织建设亟待加强。新形势下加强党的基层组织建设应着重解决以下问题：大力推进思想观念创新，积极探索党的基层组织设置形式，努力推进基层党支部领导班子的建设，不断完善基层党组织的运作模式（张永刚，2011：10）。
