最早完整提出中国梦的是国家主席习近平。2012年11月29日，习近平在参观《复兴之路》时发表重要讲话，首先提出了中国梦，他说：“我以为，实现中华民族伟大复兴，就是中华民族近代以来最伟大的梦想。”习近平把中国梦定义为就是实现中华民族的伟大复兴。在之后的一系列讲话中，习近平多次提到中国梦，到目前为止，习近平出访国外发表演讲来看，他把中国梦的基本内涵阐释为实现国家富强、民族振兴、人民幸福，这三者也是衡量中国梦是否实现的标准。中国梦是国家富强梦、民族复兴梦和人民幸福梦三者统一于中国特色社会主义伟大实践，其中，国家富强是中国梦的必要前提和基础，中华民族的伟大复兴是中国梦的核心，人民幸福是中国梦的最终目的。（汪宗田等，2014：5）。第一，中国梦是民族的梦。中国梦首先是实现中华民族的复兴，这是对中国梦最精辟的论断。习近平说：“中国梦是一种形象的表达，是一个最大公约数，是一种为群众易于接受的表述，核心内涵是中华民族伟大复兴，可以适当拓展，但不能脱离中华民族复兴这个主题。”习近平希望能用中国梦凝聚起全国人民的力量，实现中华民族的伟大复兴。这里所指的伟大复兴不是简单的恢复昔日的荣誉，而是要探索出一条经济发展、文化繁荣、政治民主、社会和谐的道路，为世界发展提供一个好的发展模式。第二，中国梦是人民的梦。中国梦首先是实现民族的强大，民族强大也是为了给人民以坚强的保障，总之，中国梦终归是为了人民，满足人民的愿望。中国梦也要满足人民群众的尊严梦。当人民群众的温饱问题解决了之后，人就会有更高的要求，在政治上会要求民主，主张自身权利的实现；要求文化繁荣、山清水秀等。如果这些问题解决不了，社会主义大厦的根基也不会牢固。当人民以上两个梦想都满足之后，就会提出对自我价值的认可要求，那就是要求成功，要求有出彩的机会，中国梦最终也要体现在人民的成功上，用习近平的话说就是要让每个中国人都能同中华人民共和国共同成长，让共和国满足大多数中国人的梦想，平凡人也能实现自己的梦想。如果执政党能满足大多数中国人成功的梦想，这个社会就会更和谐，中国梦也获得了最大的圆满。第三，中国梦也是世界的梦。中国的发展离不开世界，中国梦的实现需要有一个和平的发展环境；同时，中国人民热爱和平，富裕起来的中国也不会威胁世界其他国家。中国梦是世界的梦，中国梦要走不同于美国、英国等传统资本主义国家的高污染、高消耗的传统路线，中国要走新型的现代化模式，为世界发展做出贡献（中国梦：国家梦、人民梦、世界梦.via：http://theory.people.com.cn/n/2013/0517/c40531-21520546.html）。
