夫火烈,民望而畏之,故鲜死焉。水懦弱,民狎而玩之,则多死焉。· Fire is so fierce,and people fear at the sight of it. So they seldom die from it. Water,on the other hand,is so gentle,and people are inclined to play in it. As a result,many of them get drowned.
