陕西三原人，1927年南京国民政府成立后，任国民政府委员，陕西省政府主席。1941年10月赴西北考察，参观千佛洞，返重庆后，撰《建议设立敦煌艺术学院》一文，在《文史杂志》上发表，并多次向当局呼吁。

A native of Sanyuan, Shaanxi Province. In 1927 Yu became a standing member of the committee of the nationalist government, and the governor of Shaanxi Province. In October 1941, he went on a tour of northwest China, and visited the Western Thousand Buddha Caves. When he returned to Chongqing, he wrote the Proposal for Establishing the Dunhuang Art Academy and published this article in “the Journal of Literature and History”. He appealed many times to the relevant authorities to accept his proposal.
