定义

中央预算内投资主要是指每年年底各地上报的投资项目，经过国家发改委的批准后，被列入下一年投资计划内，根据项目的进展情况和投资概算，在国家每年投资预算范围内对每个项目进行相应的分配。我国财政管理体制分为中央预算和地方预算两部分。因此，预算内投资也分为中央财政预算内投资与地方财政预算内投资。预算内投资的基建项目，建设银行规定以限额拨款办法进行投资控制。国家为了控制基建战线、加速基建投产，凡预算内投资的项目都是与国计民生关系密切的工程。因此,列入国家预算内投资的项目，各级主管部门与各级建设银行应该严格按照批准的文件，保证资金供应进行监督使用，促进基建项目早日竣工投产。为了规范和加强中央预算内投资的监督和管理，进一步提高中央预算内投资的使用效率，2015年国家发展改革委制定出台了《中央预算内投资监督管理暂行办法》。（预算司司长李萍向港、澳全国人大代表介绍预算编制情况.via：http://www.mof.gov.cn/pub/yusuansi/zhengwuxinxi/gongzuodongtai/200911/t20091111_231234.html）
