美国贝尔关于在后工业社会应由知识阶层、科技阶层的专家治理国家的理论。在《后工业社会的来临》(1973)中提出。认为社会变化过程中，制度的变化引起掌权的集团的变化。在工业社会中，公司企业是主要活动场所，财产、政治组织、专门技术成为权力。在后工业社会中，知识成为资源，大学与研究机构成为社会主要活动场所，统治社会的人应是科学家和研究人员;人们通过教育取得权力，由技术的高低和受教育水平的高下决定其收入的水平;他们通过技术力量和政治力量的平衡、选举权和权利方式来体现权力;取得权力的基础是专门技术和政治组织，财产的作用大大降低，公司企业也由专家治理，不再由掌握财产的老板所独立决定。这种企业情况表现在国家上则是精英阶层在权力和政治上占有绝对重要的地位，平民成为精英的附庸。但社会上的人机会均等，通过智力的高下，人人能发展其才能，只有因才能高低而产生的新的不平等。（金炳华，2003：1055）
