定义

自由放任是一种取消政府对经济干预，让市场本身发挥作用来安排生产、配置资源的学说，“自由放任”一词出自法语。17世纪末18世纪初，法国的工商业受到政府的干预较多，地区间的贸易受到国家关卡的限制，当时法国重商主义主张的支持者，财政大臣柯尔倍尔问一位商人，政府可以帮助工商业界做些什么，该商人回答：“对我们自由放任”。此后，自由放任被看作一种取消政府干预的哲学观点与政策。古典经济学家，尤其是亚当·斯密极其推崇“自由放任”的哲学，他认为，取消政府对经济的干预，把政府作用限制在维护国防、秩序、法律方面，让市场这只无形的手来调节社会生产能促进整个社会的福利。19世纪末，自由放任学说最为盛行。1929年至1933年两房的经济的大危机使自由放任学说失去影响，西方国家对经济干预加强，但近两年来西方的自由放任经济思想又重新抬头。新古典经济学家，尤其是新自由主义经济学家陈伟是这一学说的主要鼓吹者。这一学说近些年来已经对政府的经济政策产生重要的影响（刘伟等，1994：226）。
