党的十八届三中全会明确提出要“健全国家自然资源资产管理体制，统一行使全民所有自然资源资产所有者职责”，这是健全自然资源资产产权制度的一项重大改革，也是建立系统完备的生态文明制度体系的内在要求。自然资源资产是指产权主体明确、产权边界清晰、可给人类带来福利、以自然资源形式存在的稀缺性物质资产。自然资源资产管理体制，是关于自然资源资产管理机构设置、管理权限划分和确定调控管理方式等方面的基本制度体系。目前我国自然资源资产管理体制尚不健全，所有权仍不到位、权益不落实等问题突出，亟待从理念认识、组织架构、权责分配、监督问责、配套制度等方面加快改革，积极稳步推进我国自然资源资产管理体制改革。我国自然资源资产管理体制演进大致经历了四个阶段：第一阶段（1949－1978年），自然资源资产管理体制缺失阶段。这一时期尚未出现资源资产管理理念，资源配置靠行政划拨，资源无偿使用。第二阶段（1978－1990年），自然资源资产管理体制探索研究阶段。属资产管理的萌芽期，尽管国家从制度上提出了所有权、使用权分离，提出了有偿使用制度，但在实际中并未真正实施。第三阶段（1990－2010年），自然资源资产分散管理体制逐步形成阶段。这一时期初步形成了目前自然资源资产分类管理的体制，资源有偿使用制度得以全面推进，要素市场建设步伐加快；由于不同资源资产化步伐不一，因此体制呈现分类分级、相对集中、混合管理态势，但并未设立专门的资源资产管理机构。第四阶段（十八大以来），自然资源资产管理体制进入全面深化改革阶段。十八届三中全会决定提出要“健全国家自然资源资产管理体制，统一行使全民所有自然资源资产所有者”，对我国自然资源资产管理体制改革提出了新要求。但也要看到目前我国自然资源资产管理体制存在五大问题：政府市场关系未理顺；管理主体不到位，权益未落实；组织架构不合理、效率低下；权力分配不合理，央地关系未理顺；监督与问责机制不健全。未来一段时间内，必须通过深化改革，努力打造世界一流且具中国特色，既能与社会主义市场经济体制、国家治理能力和治理体系现代化建设相匹配，又能满足国家生态文明建设需要，充分体现全民所有自然资源资产所有者权益，进而确保国家资源安全及国家安全的现代化资源资产管理体制。（自然资源资产管理体制改革之管.via:http://www.drc.gov.cn/xscg/20160219/182-473-2890168.htm）
