中央对美丽宜居乡村建设高度重视。2015年5月、6月、7月份，习近平总书记在对农村的三次调研中，都提到了“美丽乡村”。除此之外，“美丽乡村”还多次被写入中央1号文件等中央重要文件，成为中央和国家一系列会议的主题。如 2014年，国务院办公厅专门印发《关于改善农村人居环境的指导意见》，提出到2020年,全国农村居民住房、饮水和出行等基本条件明显改善，人居环境基本实现干净、整洁、便捷，建成一批具有特色的美丽宜居村庄。2015年，中央1号文件提出推进农村一、二、三产业融合发展，加大对乡村旅游休闲基础设施建设的投入。在实践层面，住房城乡建设部、环保部、农业部，都先后开展了美丽宜居村庄、生态乡村、休闲农业与乡村旅游示范村等试点，浙江、贵州、辽宁等地也正在积极开展美丽乡村建设，特别是习总书记提出“绿水青山就是金山银山”重要论断的浙江省安吉县，出台了建设“中国美丽乡村”行动纲要，提出用10年左右时间，把安吉县打造成为中国最美丽的乡村。由此可见，国家各种政策的出台，对美丽宜居乡村的建设是一个巨大的推动力。
何为美丽宜居？最重要的指标就是满足人的需要。建设美丽宜居的新乡村，必须要以人为本，充分利用现有乡村的产业基础和地域优势，找到可供村民持续发展的立足点、支撑点，让村民搬得进、稳得住、能致富。同时要因地制宜，分类发展，做到宜工则工，宜农则农，宜游则游，宜居则居，不搞“千镇一面”“千村一面”，还要扩大提高乡村公共服务的规模质量，让美丽宜居乡村变得更加名副其实（刘志峰，2015：17，18）。
