统筹兼顾是毛泽东、邓小平、江泽民、胡锦涛等党和国家领导人作过重要论述的宏观经济社会发展理论。是统一筹划，照顾全局，做好工作的思想方法和工作方法。每个单位、每个部门都有许多方面的工作，这些工作都是相互联系的统一整体，在研究确定一个时期的中心工作时，还要妥善安排其他方面的工作。毛泽东在1943年6月为中共中央写的《关于领导方法的若干问题》的决定中指出：“领导人员依照每一具体地区的历史条件和环境条件，统筹全局，正确地决定每一时期的工作重心和工作秩序，并把这种决定坚持地贯彻下去，务必得到一定的结果，这是一种领导艺术。”1949年3月，他在党的七届二中全会上谈到党委会的工作方法时又提出要“学会‘弹钢琴’”。他说：“弹钢琴要十个指头都动作，不能有的动，有的不动。但是，十个指头同时都按下去，那也不成调子。要产生好的音乐，十个指头的动作要有节奏，要相互配合。我们现在管的方面很多，各地、各军、各部门的工作，都要照顾到，不能只注意一部分问题而把别的丢掉。凡是有问题的地方都要点一下，这个方法我们一定要学会。”建国以后，他又把统筹兼顾、适当安排作为党领导国家建设社会主义的一个重要指导方针，指出：我们的方针是统筹兼顾、适当安排，无论什么问题，都要从对全体人民的统筹兼顾这个观点出发，就当时当地的实际可能条件，同各方面的人协商，作出各种适当的安排。这就要求各级领导干部要掌握通盘筹划、全面考虑问题的思想方法和领导艺术，不要顾此失彼，采取“单打一”的作法（万福义，2001：210-211）。统筹兼顾，是我们党以马克思主义世界观方法论为指导在社会主义建设的长期实践中形成的特有的科学思想方法和工作方法，是我们党治国理政历史经验的宝贵总结。统筹兼顾生动体现了唯物辩证法全面的、联系的、发展的观点，生动体现了对立统一规律两点论与重点论相统一的原则，生动体现了调动一切积极因素、团结一切可以团结的力量的要求，贯穿在发展是第一要义、以人为本是核心、全面协调可持续是基本要求的科学发展观内涵之中，因而成为了科学发展观的根本方法（庞元正，2009：25）。掌握统筹兼顾的根本方法，是我们树立和落实科学发展观的重要思想保证。
