科技体制改革是指我国为建立和完善科技与经济有效结合的机制，加速科技成果的商品化和向现实生产力转化而对科技体制除旧更新的过程。以建设中国特色社会主义理论为指导，从社会主义初级阶段的实际出发，适应社会主义市场经济的需要，与经济体制改革、政治体制改革配套，逐步推行（余源培，2004：375-376）。中国科技体制指从事对科学技术的机构设置、管理研究、职责范围、权利义务关系的一整套国家层面的结构体系和制度设置。自20世纪80年代开始，中央决定对科学技术体制进行坚决的有步骤的改革，改革的历程大致可划分四个阶段。第一阶段：1985年至1992年。1985年中共中央发布《关于科学技术体制改革的决定》，全面启动了科技体制改革。以改革拨款制度、开拓技术市场为突破口，引导科技工作面向经济建设主战场。第二阶段：1992年至1998年。1995年中共中央、国务院发布《关于加速科学技术进步的决定》，确立了“科教兴国”战略，提出“稳住一头，放开一片”的改革方针，开展了科研院所结构调整的试点工作，1998年在中科院开始实施知识创新工程试点。第三阶段：1998年至2004年。1999年中共中央、国务院发布了《关于加强技术创新，发展高科技，实现产业化的决定》，对科研院所的布局结构进行了系统调整。加强国家创新体系建设、加速科技成果产业化成为这一时期的主要政策走向。政策供给集中在促进科研机构转制、提高企业和产业创新能力等方面。第四阶段：2005年至今。《国家中长期科学和技术发展规划和纲要》的提出，进一步明确了我国科技体制改革与建设创新型国家的要求，指出在今后一段时间内，我国科技体制改革的主要任务是：一是支持鼓励企业成为技术创新主体；二是深化科研机构改革， 建立现代科研院所制度；三是推进科技管理体制改革；四是全面推进中国特色国家创新体系建设。经过多年的努力，我国科技体制改革取得了重要进展和初步成效，主要体现在以下五个方面：第一，优化了科技力量结构和布局。第二，促进了科技与经济的紧密结合。第三，加强了公益性科技创新和服务能力。第四，我国科技水平和实力大幅提升。第五，改进了科技管理和运行机制（科技体制改革.via: http://baike.baidu.com/link?url=Yd03G2OWBSCDriiZzi6tRsj6Pbh72jkYiUYl4b5hdkxeevZtCPlBD_KpXWk4e4_EOauOT7GTCGFnbm80_7jfhq）。
