定义

社会主义民主制是与社会主义经济基础相适应的一种社会主义国家的政权组织形式，资产阶级民主制的对立物和社会历史发展的必然产物。即按形式来说，社会主义民主制是一种国家的形式，是一种社会的政治组织；按内容来说，它是资本主义到社会主义和共产主义的过渡时期中社会的政治上层建筑的一种历史形式。马克思主义经典作家创立了社会主义民主制理论，即我们通常所说的无产阶级专政理论。巴黎公社是无产阶级专政国家实行社会主义民主制的第一次尝试，中华人民共和国是工人阶级领导的人民民主专政的国家。社会主义民主制的主要内容包括：一、对人民民主和对敌人专政的人民民主专政制度。国家的一切权力属于人民，保证人民依照宪法和法律规定，通过各种形式和途径，管理国家事务，管理经济和文化事业，管理社会事务，保证人民当家作主。社会主义民主是绝大多数人的民主，同少数压迫多数人的资产阶级民主制有着本质的区别。二、人民代表大会作为国家最高权力机关统一行使国家权力，实行民主集中制，即民主基础上的集中和集中指导下的民主。人民享受广泛的民主自由的同时，必须遵守社会主义的纪律和法制。三、体现了社会主义民主制的优越性的民族区域自治制度。该制度以各民族平等、团结、合作和共同繁荣为原则，是我国民族问题的基本政策，是国家的一项基本政治制度。四、人民群众实行自我管理、自我教育的基层民主自治制度。社会主义民主制“还处于不成熟的发展阶段”（任乐，1980：89），从时间上看，资产阶级的民主制经过了几百年的发展，社会主义民主制刚刚经历了几十年的发展；从本质上看，社会主义民主制优于资产阶级民主制，应历史的、辩证地认识社会主义民主制。
