中共中央办公厅、国务院办公厅2016年印发了《关于省以下环保机构监测监察执法垂直管理制度改革试点工作的指导意见》,这是党中央全面深化改革精神在环保领域的有力体现,是生态文明体制改革的重大举措,是推动解决习近平总书记在关于《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》说明中提出的现行以块为主的地方环保管理体制“4个突出问题”的创新实践,有利于推进实现生态环境质量总体改善目标,为加快补齐生态环境短板全面建成小康社会提供体制保障。实现环境质量总体改善,关键在于落实地方党委政府的责任,变地方干预为主动作为,形成齐抓共管的环保工作大格局。当前地方保护主义仍然存在,干预环境监测监察执法的现象没有得到根本遏制。实践证明,解决地方干预问题,垂直管理是最直接、最有效的。《意见》一方面通过干部任免、财政供养方式的变革实现环保部分领域垂直管理,另一方面通过环保委员会、责任清单等制度创新强调和推动地方党委政府履行环保责任,变干预为作为,化不利为有利,旨在形成地方党委政府负总责、各部门分工协作的环保工作格局。准确把握垂直管理与地方履职的关系,是《意见》的重要精神实质之一。(中国环境报.2016-9-23:01)
