机关事业单位养老保险制度改革是基于中国对建立多层次社会保障体系的规划，对实行计划经济后建立的机关事业单位养老保险制度进行的改革。十一届三中全会以后，在邓小平同志的推动下，我国基本确立了干部退休制度，包括退休条件、退休待遇以及抚恤善后等内容。干部退休制度的建立为机构精简和干部年轻化等政策的实施起到了重大的作用。（李明峪，2016：137）上世纪90年代以前，机关事业单位职工与企业职工实行基本相同的退休制度。之后，国家对城镇企业职工基本养老保险制度进行了改革。到1997 年7月建立了统一的基本养老保险制度。于是，机关事业单位养老保险制度改革问题随之提到了议事日程。国家提出要建立多层次的社会保障体系，要求各省、市试点。2008 年之前，大多数省市不同程度地开展了机关事业单位养老保险改革试点，但国家没有出台统一的办法。2008年3月1日，国务院出台了《事业单位工作人员养老保险制度改革试点方案》，确定在山西、上海、浙江、广东、重庆 5 省市先期开展试点，与事业单位分类改革配套推进。（卢驰文，2011：87）为全面推进机关事业单位养老保险制度改革，统筹城乡社会保障体系建设，建立公平、可持续的基本养老保险制 度，2015年1月14日，国务院发布了《关于机关事业单位工作人员养老保险制度改革的决定》(国发〔2015〕2号)，对机关事业养老保险改革进行了全面规定和部署。根据《决定》的要求，机关事业养老保险改革的目标是建立“资金来源多渠道、保障方式多层次、管理服务社会化”的养老保险体系，改革的基本原则是公平与效率相结合，权利与义务相对应，并确保改革前与改革后待遇水平相衔接，改革的范围涵盖所有机关事业单位的编制内工作人员。这就意味着全国将近 四千万机关事业人员养老将彻底告别“免缴费”时代。（李明峪，2016：137）
