列宁指出，从历史和经济的观点看，“马克思主义者的纲领上所谈的‘民族自决’，除了政治自决，即国家独立、建立民族国家以外，不能有什么别的意义”。列宁明确指出要“坚持无产阶级争取社会主义的阶级斗争的统一，反对一切资产阶级和黑帮的民族主义影响”。俄国无产阶级当时在民族问题上的任务是：一方面要“反对一切民族主义，首先要反对大俄罗斯民族主义；不仅要一般地承认各民族完全平等，而且要承认建立国家方面的平等，即承认民族自决权，民族分离权；另一方面，正是为了同一切民族的各种民族主义进行斗争，必须坚持无产阶级斗争和无产阶级组织的统一，使它们不顾资产阶级的民族隔绝的倾向而极紧密地融合为一个国际整体”。列宁最后总结到：“各民族完全平等，各民族享有自决权，各民族工人打成一片，——这就是马克思主义教给工人的民族纲领，全世界经验和俄国经验教给工人的民族纲领”。（《论民族自决权》.via：
