定义

思想道德建设，指用共产主义理论、理想、信念、道德来教育人民群众，从而树立和社会主义公有制相适应的共产主义信念。它解决的是整个中华民族的精神支柱和精神动力问题。它是精神文明建设的重要内容之一。也是中国特色社会主义建设的重要内容和中心环节。习近平曾指出：“要加强思想道德修养，自觉弘扬爱国主义、集体主义、社会主义思想，积极倡导社会公德、职业道德、家庭美德”（习近平，2014：53）。精神文明建设包括思想道德建设和教育科学文化建设两个方面。这两个方面是互相渗透和互相促进的辩证关系。思想道德建设决定科学文化建设的性质和方向而起指导作用。其根本任务是加强马克思主义世界观和科学理论的教育，树立全心全意为人民服务的思想；用马克思主义指导教育科学文化的发展，使人们的思想觉悟、理想信念建立在马克思主义辩证法的科学基础之上，使教育科学文化建设沿着正确轨道前进。邓小平曾指出：“我们过去几十年艰苦奋斗，就是靠用坚定的信念把人民团结起来，为人民自己的利益奋斗。没有这样的信念，就没有一切”（邓小平，1993：190）。思想道德建设属于上层建筑领域，要以一定社会的经济建设为基础。社会主义思想道德建设集中反映着无产阶级的意志和愿望，服务和服从于无产阶级的根本利益，是无产阶级的道德。现阶段，我国的中心任务是经济建设，所以思想道德建设要服务于中国特色社会主义经济建设，为社会主义建设提供强大的精神动力和智力支持。新时期以来，在推进改革开放和现代化建设的过程中，思想道德建设取得了重要的进展。同时也要看到，在发展社会主义市场经济和对外开放的条件下，原有的一些道德规范已经远远不能适应社会发展的需要，而新的道德规范尚未形成，从而出现了不同程度的理想信念模糊、价值取向扭曲、诚信意识淡薄、社会责任感缺乏等问题，加强思想道德建设已经成为了一项迫切的现实任务。加强思想道德假设，就是要发展社会主义先进文化、建设和谐文化。要紧紧围绕着社会主义核心价值体系，坚持不懈的用马克思主义中国化的最新成果武装全党、教育人民，引导全社会牢固树立中国特色社会主义共同理想，坚持以爱国主义为核心的民族精神和以改革创新为核心的时代精神，倡导爱国主义、集体主义、社会主义思想，倡导以“八荣八耻”为主要内容的社会主义荣辱观，积极培育和践行社会主义核心价值观。要进一步培育社会主义思想道德观念，逐步建立日益完善、反映不同层次和不同职业要求、具有很强引导力和规范力的道德体系，促进社会主义市场经济健康发展。同时，进一步把依法治国和依德治国结合起来，把中华民族的传统美德发扬光大。只有这样才能不断巩固全党全国人民团结奋斗的共同思想道德基础。
