定义

一种引导和促进社会发展的意识因素。即有倾向地选择某种舆论，进而引导人们的意识和行为，以发挥社会调控作用的舆论指导力量。人们的发展除取决于个人的主观努力状况和对自身发展方向的选择正确与否外，还要受到他们所生存于其中的现实的社会环境的影响。只有正确的思想舆论导向才能让人们受到社会中积极因素的影响和引导人们形成良好的行为。邓小平指出：“要运用文艺创作，同意识形态领域的其他工作紧密配合，造成全社会范围的强大舆论，引导人民提高觉悟，认识这些倾向的危害性，团结起来，抵制、谴责和反对这些错误倾向”（邓小平，1994：211）。思想舆论导向包括两方面内容：一是舆论传播内容的选择，主要有：政治导向、思想文化导向、社会价值导向和社会价值导向。政治导向是指社会按照自身发展的需要，引导人们为一定的政治方向和政治目标服务。在我国现阶段，政治导向表现为用中国特色社会主义理论和党的基本路线，教育引导人们为建设富强、文明、民主、和谐的社会主义现代化强国而奋斗。思想文化导向是指让人们形成科学的政治信仰、正确的道德规范和健全的法律体系。社会价值导向强调国家民族和社会的整体利益同个人的利益的统一，这样才能使人们的价值取向和社会的价值导向趋于一致。个体的价值，离开国家民族的整体利益是不可能充分实现的。社会舆论导向对于人们确立或改变自身的生活态度、价值观念和发展前途具有强烈的指向作用。社会舆论要以正确的世界观、人生观、价值观引导人才在复杂的社会生活中进行自我调节，从中造就出社会所需要的、能对国家、民族和社会做出贡献的英才。二是对舆论传播方向的引导。把握正确导向是有效引导社会舆论的基本前提，特别是在资讯高度发达、人们获取信息的渠道和手段日益多样的条件下，正确的思想舆论导向在引导和帮助人们理解党的主张、接受科学理论、认清自身责任、区分是非曲直、辨别善恶美丑以及培养文明道德风尚、激发社会创造活力、不断促进社会和谐等方面，具有不可替代的作用。习近平曾指出：“面对传播快、影响大、覆盖广、社会动员能力强的微客、微信等社交网络和即时通信工具用户的快速增长，如何加强网络法制建设和舆论引导，确保网络信息传播秩序和国家安全、社会稳定，已经成为摆在我们面前的现实突出问题”（习近平，2014：84）。中共十六届六中全会指出：正确的思想舆论导向是促进社会和谐的重要因素。提出了到2020年构建社会主义和谐社会的目标任务。要坚持正确的思想舆论导向，准确、鲜明、生动地阐释构建社会主义和谐社会的方针政策，及时、如实、充分地宣传和谐社会建设的新成就、新经验、新发展，营造和谐社会建设人人有责、和谐社会人人共享的浓厚氛围。
