定义

循环经济即物质循环流动型经济，“是全面模仿自然生态系统的物质循环机制和能量梯级利用规律而重构经济系统，使经济活动的环境影响和寿命周期成本最小化、价值最大化，从而以最低的资源和环境代价实现经济与环境协调发展的技术经济模式”。（王国印，2012：26）循环经济思想的起源于博尔丁的“宇宙飞船经济”，其核心是假设飞船上所有成员都有实现资源可持续利用的共识，并在宇宙飞船上通过资源循环利用实现这一共识。与新古典经济学不同，循环经济的本质是资源的可持续利用，“具体而言，循环经济的研究对象是满足人类生存和发展的资源效用的最大化与最优配置，其核心是考虑社会、环境因素影响下的资源节约，循环经济的研究范围包括资源节约与社会公平、环境保护之间的关系研究，但社会公平和环境保护本身并不是循环经济的研究内容”。（陆学等，2014：205）我国广泛实施的循环经济模型是“3+1”模型，即企业小循环、园区中循环、社会大循环，加上再生资源产业。在“3+1”模型的基础上，学者进一步对中国循环经济进行归纳提出对象－主体－政策模型、“233145”模式等。目前，我国国内循环经济发展水平的测度对象主要是生态效率，以生态效率为基础构建指标体系。
