定义

征收管理是税务机关依据税法规定，对纳税单位和个人，进行税收宣传，贯彻税收政策，掌握税源，积极组织财政收入的主要手段。它是国家财政管理和财政监督的主要组成部分。通过征收管理，对正确贯彻税收政策法令，严肃税收法纪，维护国家利益，加强财政监督，发挥税收的经济杠杆作用，促进国民经济的发展，保证财政收入，为四化建设筹集资金起着重要的作用。税收征收管理的主要任务是：执行税收法令，加强监督检查，掌握税源情况，促进生产发展，把应收税款及时足额地组织缴入国库。税收征收管理的主要内容：税务登记；纳税鉴定；纳税申报；纳税辅导，纳税检查；税款征纳；发货票管理等(刘伟等，1994：1261)。
从征收管理的组织形式看，目前我国的税务管理形式主要有：驻厂管理、条条管理（行业管理）、块块管理（分片管理）、条块结合管理、巡回管理、查辑管理等几种。从征收管理人员的分工方式看，目前，我国的税务管理形式，按职责分工不同，有征管查合一和征管查分离（王美涵，1991：612）。
