工作责任制（accountability system）是指根据办公室各个工作岗位的工作性质和业务特点，明确规定其职责、权限，并按照规定的工作标准进行考核及奖惩而建立起来的制度。实行工作责任制，有助于办公室工作的科学化、制度化。建立和健全工作责任制，必须明确任务和人员编制，然后才有可能以任务定岗位，以岗位定人员，责任落实到人，各尽其职，达到事事有人负责的目标，改变以往有人没事干，有事又没人干的局面，避免苦乐不均现象的发生。实施岗位责任制必须强调以下几个原则。第一，职责与权利相统一的原则。职、责、权、利四项是每个工作岗位不可或缺的因素，责任到人，就必须权力到人，并使之与实际利益密切联系，体现分配原则。有责任无权力，难以取得工作成效；有权力无责任，将导致滥用权力。因此，建立岗位责任制，必须使办公室中的每一个成员都有明确的职务、权力和相适应的利益享受。第二，考核与奖惩相一致的原则。岗位责任制的建立，提供了办公室人员考核的基本依据，而考核必须作为奖惩的基本依据，这样才能使两者相一致，论功行赏，依过处罚，岗位责任制就能起到鼓励先进，激励后进，提高工作效率的作用。这样的岗位责任制才能真正发挥作用（via: http://baike.so.com/doc/4380976-4587238.html）。
