定义

城乡发展一体化指中国城乡关系要打破分割、分离、分立的状态，从经济、社会、政治、文化、生态五方面缩小城乡差距、推进城乡融合、促进城乡共同发展。它既是一种指导中国城乡发展的战略方针，也是城乡发展的过程，更是城乡发展的目标。城乡发展一体化的战略特征是：内容的全面性、机会的均等性、互动的双向性、发展的协同性。实施城乡发展一体化战略应紧紧围绕城乡发展一体化这个目标；从市场与政府、农业与非农产业、农村与城市、中西部与东部等四对关系入手，形成相应的“里应”＋“外合”机制；依循农业现代化、农村城镇化、农民市民化三条路径；关照中国东部、东北、中部和西部四大区域的差异性，尤其是中西部远远落后于东部和东北的事实，采取差异化的城乡发展一体化措施；抓住完善市场体系、促进机会均等、取消户籍限制、树立现代理念、构建生态文明等五个本源性问题，破解城乡经济、社会、政治、文化、生态五重二元结构。以2020年“全面建成小康社会”为限，城乡发展一体化的战略目标可分解为概念性目标和指标性目标（吴丰华等，2013：86）。进入新世纪以来，随着理论研究的不断深入和市场化改革进程的不断推进，中央破解城乡二元结构、形成城乡发展一体化新格局的战略思路不断明晰。2007年10月召开的党的第十七次全国代表大会提出：“建立以工促农、以城带乡长效机制，形成城乡经济社会发展一体化新格局。”（中共中央文献研究室，2008：1724）。2012年11月召开的党的第十八次全国代表大会进一步指出：“解决好农业农村农民问题是全党工作的重中之重，城乡发展一体化是解决‘三农’问题的根本途径”；并要求“加快完善城乡发展一体化体制机制，着力在城乡规划、基础设施、公共服务等方面推进一体化，促进城乡要素平等交换和公共资源均衡配置，形成以工促农、以城带乡、工农互惠、城乡一体的新型工农与城乡关系”（白永秀等，2013：152）。
