定义

目前，界定国防科技工业（defense related science and technology industry (ies)）有两种方法，一是部门法，二是功能法。采用部门法，国防科技工业是指国家规定的从事武器装备等军品研发和制造的部门或企事业单位的总和。在我国，主要由核工业、核工业建设、航天科技、航天科工、航空工业、兵器工业、兵器装备、船舶工业、船舶重工、电子工业等十大军工集团组成。依据这种界定方法，国防科技工业是一个封闭的、静态的体系，只有政府规定的部门或企事业单位才属于国防科技工业。否则，即使研发和制造武器装备，也不算是国防科技工业的组成部分。而且，只要是政府规定的企事业单位，即使已经停止研发和制造武器装备等军品，也属于国防科技工业（张朕东、王锦娜，2014: 5）。根据功能法，国防科技工业是指研发、制造武器装备等军品的资源总和。它依存于和服务于军事装备需求，可以是指为国家武装力量最终消费提供产品、服务和技术的经济部门、给国防部门和武装力量提供所需装备的一系列公司或提供国家军事能力和国家安全关键因素的科技工业资产。依据这种界定方法，国防科技工业是一个开放的、动态的体系。目前，我们国家所说的国防科技工业，主要是从“部门法”角度界定的。随着军民一体化程度的提升，用“功能法”来界定国防科技工业是必然趋势（《国防科技工业》，via: http://bfts.5read.com/pdf/2E/2E43FFE84F66385769BE3E2DDD6ED0E83-7）。
