定义

国有资产（state assets）即“国家所有财产和债权的总称，是国家投入中国境内、境外的企业、事业、团体和单位的国有资金，以及用这些资金增殖的部分继续留在原单位投入生产或营运的资金”（何盛明，1990：66）。国有资产有广义和狭义之分，广义的国有资产即国有财产，指国家以各种形式投资及其收益、拨款、接收馈赠、凭借国家权利取得、或者依据法律认定的各种类型的财产或财产权利。包括国家以各种形式形成的对企业投资及其收益等经营性资产；国家向行政事业单位拨款形成的非经营性资产；国家依法拥有的土地、森林、河流、矿藏等资源性资产。狭义国有资产指经营性国有资产，即国家作为出资者在企业中依法拥有的资本及其权益。经营性资产包括企业国有资产；行政事业单位占有、使用的非经营性资产通过各种形式为获取利润转作经营的资产；国有资源中投入生产经营过程的部分。国有资产大致可以分为三类，第一类是经营性国有资产，即国家作为出资者在企业中依法拥有的资本及其权益。经营性国有资产的特征是运动性、增值性、经营方式多样性。第二类是行政事业单位国有资产，即由行政事业单位占有、使用的，在法律上确认为国家所有、能以货币计量的各种经济资源的总和。行政事业性国有资产的特点是配置领域的非生产性，使用目的的服务性，资金补偿、扩充的非直接性，占有、使用的无偿性。第三类是资源性国有资产，即在人们现有的知识、科技水平条件下，对某种资源的开发，能带来一定经济价值的国有资源（国有资产.via: http://book.duxiu.com/EncyDetail.jsp?dxid=900010981818&d=05A9529BFD5D82604726046FFB8642B1）。
