定义

所有的经济资源都可以分为可再生资源和不可再生资源。可再生资源是指任何可以借助于“自然”的方式得到部分或全部弥补的资源，也就是说它自身能够经常地得到更新与再生，并且这个过程能够持续下去。如生物资源、水资源、土地资源等，人类对它们的利用并不会导致这类资源的消失，它们本身可以“再生”，以确保这类资源长久的存在。可再生资源不是取之不尽、用之不竭的，它们的可再生能力受到人类对自然的开采利用程度的影响，其中有一部分会由于人类的过度开发利用而在较短的时间内趋于消失，属于可耗尽型资源，如生物资源：鱼、鸟、动物、森林、草地、耕地等。另一部分则受人类对自然剥夺程度影响较小，如阳光、地热能资源等，属于不可耗尽型资源。从相当长的历史时期看，任何资源都不可能是无限再生的，因此可耗尽型与不可耗尽型资源也可以看作是根据其作为原始自然形态存在的历史时期的长短而划分的（刘伟，1994：143）。
