2007年10月，中国共产党第十七次全面代表大会如期举行。大会正式代表2213人，代表全国7000多万党员。大会通过了胡锦涛所作的《高举中国特色社会主义伟大旗帜，为夺取全面建设小康社会新胜利而奋斗》的报告，通过了关于《中国共产党（修正案）》的决议，选举了新一届中央委员会和中央纪律检查委员会。这次大会的主要贡献是：第一，回顾了改革开放的伟大历史进程，强调必须高举中国特色社会主义伟大旗帜。指出改革开放是党在新的时代条件下带领领导人民进行的新的伟大革命，目的就是要解放和发展社会生产力，实现国家现代化，让中国人民富裕起来，振兴伟大的中华民族；就是要推动我国社会主义制度自我完善和发展，赋予社会主义的新的生机活力，建设和发展中国特色社会主义；就是要在引领当代中国的发展进步中加强和改进党的建设，保持和发展党的先进性，确保党始终走在时代前列。第二，强调必须深入贯彻落实科学发展观。指出科学发展观是对党的三代中央领导集体关于发展的重要思想的继承和发展，是马克思主义关于发展的世界观和方法论的集中体现，是同马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想既一脉相承又与时俱进的科学理论，是我国经济社会发展的重要指导方针，是发展中国特色社会主义必须坚持和贯彻的重大战略思想。第三，提出了实现全面建设小康社会奋斗目标的新要求。即：增强发展协调性，努力实现经济又好又快发展；扩大社会主义民主，更好地保障人民权益和社会公平正义；加强文化建设，明显提高全民族文明素质；加快发展社会事业，全面改善人民生活；建设生态文明，基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式（王顺生等，2011：298-299）。中国十七大是在中国改革发展关键阶段召开的一次十分重要的大会。大会的主题是：高举中国特色社会主义伟大旗帜，以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，继续解放思想，坚持改革开放，推动科学发展，促进社会和谐，为夺取全面建设小康社会新胜利而奋斗（中共中央文献研究室，2008：1712）。
