党风廉政建设是指我们党开展的端正党风、端正政风的一系列措施和活动，其根本目的是密切党群、干群关系，加快改革开放步伐，同心同德建设中国特色社会主义（叶笃初，卢先福，2009：391）。党风廉政建设历来为中国共产党高度重视，党执政以前即开展了长期的反腐败斗争和根据地廉政建设，从而保证了中国革命的胜利。执政以后，面对党内日益滋长的不正之风和腐败现象，如官僚主义、追求享乐、贪污受贿等，我党雷厉风行地开展了“三反”、“五反”运动。1956年党的八大指出，廉政方面的问题虽不及思想作风和工作作风方面的问题普遍，但性质是严重的，大会提出要防止产生“特权阶层”。1978年十一届三中全会以来，随着经济建设中心的确定，党的建设和廉政建设也在拨乱反正中步入正轨。1997年党的十五大明确使用了“党风廉政建设”的正式用语（陈广奕，2010：1-2）。2009年1月13日，胡锦涛在中国共产党第十七届中央纪律检查委员会第三次全体会议上发表重要讲话。他强调要准确把握党风廉政建设和反腐败斗争面临的形势和任务，充分认识反腐败斗争的长期性、复杂性、艰巨性，深入学习实践科学发展观，重点完善惩治和预防腐败体系，坚持反腐倡廉常抓不懈，将党风廉政建设和反腐败斗争不断推向深入。
