定义

党章是“党的章程”的简称，党章即政党的章程，是一定历史时期内一个政党的最高权力机关通过一定程序制定的关于党的政治纲领、组织机构及其相互关系和对组织、党员行为要求的规范性文件。它是一个政党为保证全体成员在政治、思想上一致和组织、行动上统一的基本行为准则（陈兰，2011：3）。一个党的党章的主要内容应该包括该党的性质、指导思想、纲领任务、组织结构、组织制度，党员的条件、权利、义务和纪律等项。党章的制定由党的全国代表大会审议通过，具有最高的权威和最大的效力。通常衡量一个政党是否成熟党章也是关键因素之一。党章具有相对的稳定性，但并非一成不变。随着历史形势的发展，党的任务的变化，党员情况的改变，其内容需要进行不断地修改，以此凝聚全党的智慧和力量，统一全党的思想和行动。中国共产党现行党章于中国共产党第十八次全国代表大会部分修改，于2012年11月14日通过。除总纲外共十一章五十三条。规定了党的纲领、组织机构、组织制度、党员的条件、党员的义务和权利、党的纪律等项。
