党的十八大报告指出，“围绕保持党的先进性和纯洁性，在全党深入开展以为民务实清廉为主要内容的党的群众路线教育实践活动，着力解决人民群众反映强烈的突出问题，提高做好新形势下群众工作的能力。”（中国共产党第十八次全国代表大会报告.via：http://book.theorychina.org/upload/594f6640-3515-4df8-8025-b8ef9d683d4e/）。为深入贯彻落实党的十八大精神，加强和改进新形势下党群、干群关系，2013 年4月19 日，习近平总书记主持召开中央政治局会议决定从 2013 年下半年开始，用一年左右的时间，在全党范围自上而下地分期分批开展党的群众路线教育实践活动（戴安林，2013：11）。群众路线是党的生命线和根本工作路线，是党一以贯之的优良传统。新时期开展党的群众路线教育实践活动是对党的群众路线的继承和发扬，是提高党建科学化水平的需要，是践行党的时代使命的需要，是保持党的先进性、纯洁性的需要。扎实推进党的群众路线教育实践活动，必须从把握主线、掌握重点、丰富方法和提升时效多方面入手，以开创党的群众路线教育实践活动的新局面（刘娜，2013：14）。
