定义

党中央是指一个政党的中央领导机构，是党的全国代表大会和它所产生的中央委员会。现在一般是指中国共产党中央委员会及其产生的中央领导机构的简称。中国共产党中央委员会是中国共产党全国代表大会产生的中共核心权力机构。该机构自1927年中国共产党第五次全国代表大会起设置，取代了此前的中国共产党中央执行委员会。党的全国代表大会是全党的最高领导权力机关，每五年举行一次，由中央委员会负责召集。其职权是：听取和审查中央委员会及中央纪律检查委员会的报告；讨论并决定党的重大问题；修改党的章程；选举中央委员会及中央纪律检查委员会。党章规定，全党各个组织和全体党员服从党的全国代表大会和中央委员会。同时指出，有关全国性的重大政策问题，只有党中央有权作出决定，各部门、各地方的党组织可以向中央提出建议，但不得擅自作出决定和对外发表主张（仲祖一，2015：32）。
