定义

西部大开发是中共中央贯彻邓小平关于中国现代化建设“两个大局”战略思想、面向新世纪作出的重大战略决策，全面推进社会主义现代化建设的一个重大战略部署。2000年10月，中共十五届五中全会通过的《中共中央关于制定国民经济和社会发展第十个五年计划的建议》，把实施西部大开发、促进地区协调发展作为一项战略任务。2001年3月，九届全国人大四次会议通过的《中华人民共和国国民经济和社会发展第十个五年计划纲要》，对实施西部大开发战略再次进行了具体部署。实施西部大开发，就是要依托亚欧大陆桥、长江水道、西南出海通道等交通干线，发挥中心城市作用，以线串点，以点带面，逐步形成中国西部有特色的西陇海兰新线、长江上游、南（宁）贵、成昆（明）等跨行政区域的经济带，带动其他地区发展，有步骤、有重点地推进西部大开发。2006年12月8日，国务院常务会议审议并原则通过《西部大开发“十一五”规划》。目标是努力实现西部地区经济又好又快发展，人民生活水平持续稳定提高，基础设施和生态环境建设取得新突破，重点区域和重点产业的发展达到新水平，教育、卫生等基本公共服务均等化取得新成效，为构建社会主义和谐社会迈出扎实步伐。西部大开发总的战略目标是：经过几代人的艰苦奋斗，建成一个经济繁荣、社会进步、生活安定、民族团结、山川秀美、人民富裕的新西部（西部大开发. via：http://baike.so.com/doc/5348477-5583930.html）。
