2016年3月5日，第十二届全国人民代表大会第四次会议上，国务院总理李克强在政府工作报告中指出，“十三五”时期，政府的工作重点之一是推进新型城镇化和农业现代化，促进城乡区域协调发展。2016年作为“十三五”的开局之年，主要做好加快发展现代农业，促进农民持续增收任务。在强化农业基础支撑方面，报告指出，要全面完成永久基本农田划定并实行特殊保护，加强高标准农田建设，增加深松土地1.5亿亩，新增高效节水灌溉面积2000万亩。探索耕地轮作休耕制度试点。加强农业科技创新与推广，深入开展粮食绿色高产高效创建，实施化肥农药零增长行动。保障财政对农业投入，建立全国农业信贷担保体系，完善农业保险制度，引导带动更多资金投向现代农业建设。（2016年政府工作报告.via:

在部分地区探索实行耕地轮作休耕制度试点，是党中央、国务院着眼于我国农业发展突出矛盾和国内外粮食市场供求变化作出的重大决策部署，既有利于耕地休养生息和农业可持续发展，又有利于平衡粮食供求矛盾、稳定农民收入、减轻财政压力。为有序推进试点，制定了耕地轮作休耕制度试点方案。
耕地轮作休耕制度试点方案全面贯彻党的十八大和十八届三中、四中、五中全会精神，深入贯彻习近平总书记系列重要讲话精神，按照“五位一体”总体布局和“四个全面”战略布局，牢固树立并贯彻落实创新、协调、绿色、开放、共享的新发展理念，认真落实党中央、国务院决策部署，实施藏粮于地、藏粮于技战略，坚持生态优先、综合治理，轮作为主、休耕为辅，以保障国家粮食安全和不影响农民收入为前提，突出重点区域、加大政策扶持、强化科技支撑，加快构建耕地轮作休耕制度，促进生态环境改善和资源永续利用。
耕地轮作休耕制度试点方案力争用3－5年时间，初步建立耕地轮作休耕组织方式和政策体系，集成推广种地养地和综合治理相结合的生产技术模式，探索形成轮作休耕与调节粮食等主要农产品供求余缺的互动关系。（人民日报.2016-6-30：11）
