“美丽中国”在十八大报告中被首次提出。2012年11月8日，中国共产党第十八次全国代表大会在北京人民大会堂召开。胡锦涛同志代表第十七届中央委员会向大会作了题为《坚定不移沿着中国特色社会主义道路前进，为全面建成小康社会而奋斗》的报告。在报告中，胡锦涛同志指出：“建设生态文明，是关系人民福祉、关乎民族未来的长远大计。面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势，必须树立尊重自然、顺应自然、保护自然的生态文明理念，把生态文明建设放在突出地位，融入经济建设、政治建设、文化建设、社会建设各方面和全过程，努力建设美丽中国，实现中华民族永续发展”（胡锦涛，2012年11月9日：第三版）。这是美丽中国首次作为执政理念提出，也是中国建设五位一体格局形成的重要依据。“美丽中国”的提出，“标志中国共产党站在新的历史起点上，从国家发展战略层面开始思考并布局‘建设什么样的生态中国，怎样建设生态中国’这个中国特色社会主义的重要问题。作为‘中国梦’的重要组成，‘美丽中国’是在对新世情、新国情和新党情的新变化和新形势进行深刻分析和科学判断的基础上提出来的，具有十分丰富的科学内涵。‘美丽中国’思想的发展、丰富和完善，对于实现社会主义现代化国家和民族复兴的总目标，具有重要的理论价值和实践意义”（李建华等，2013：135）。李建华和蔡尚伟将“美丽中国”的内涵概括为三个层次：第一个层次为生态文明的自然之美；第二个层次为融入生态文明理念后的物质文明的科学发展之美、精神文明的人文化成之美、政治文明的民主法制之美；第三个层次为社会生活的和谐幸福之美（李建华等，2013：137-138）。王晓广认为：“建设美丽中国的完整内涵就是要以生态文明为导向，通过建设资源节约型、环境友好型社会，达到生产发展、生态良好、社会和谐及人民幸福这样一种社会状态”（王晓广，2013：21）。
