列宁在《远方来信》的最后一封信中，提出要“对最重要产品的生产和分配实行监督”，并且解释这些步骤之所以“绝对必须采取”，“是由战争所造成的和战后时期在许多方面甚至会更加严重的那些情况决定的”。在著名的《四月提纲》中，解决面临的经济问题成为继续革命的重要内容，列宁的对策有两条：“立刻把全国所有银行合并成一个全国性的银行，由工人代表苏维埃进行监督”和“立刻过渡到由工人代表苏维埃监督社会的产品生产和分配”。在1917年6月初的《关于同经济破坏作斗争的几项经济措施的决议》中，列宁写道：“克服灾难的唯一办法，就是对产品的生产和分配实行真正的工人监督”（曹浩瀚，2012：182）。《资本论》终篇五十一章以“分配关系与生产关系”为标题，表明马克思对这个问题十分重视（陈俊明，2012：394）。生产决定分配，分配反过来对生产起作用，并在一定条件下起决定作用（赵明智，1997：140）。社会再生产过程包括生产、分配、交换和消费四个环节。在社会生产过程中，生产居于支配地位，它起着决定的和主导的作用。一定的生产决定着一定的分配、交换和消费，以及这些不同要素相互间的一定的关系。另一方面，分配、交换和消费也反过来影响生产，制约着生产发展的速度和规模。生产、分配、交换和消费四个环节之间互相联系、互相制约。分配问题是社会再生产过程中的一个重要环节，分配关系是社会生产关系的一个重要方面生产决定分配首先是指生产的社会形式即生产关系，即生产条件决定分配关系（李晏墅等，1994：25）。“消费资料的任何一种分配都不过是生产条件本身分配的结果。”（马克思等，1972：13）
