欧洲共产主义是当代国际共产主义运动中的一种思潮，萌芽于20世纪40年代西欧一些共产党内（以意大利共产党、西班牙共产党和法国共产党为代表）。第二次世界大战以后，特别是70年代以来，科技革命引起了西方发达资本主义国家的经济、社会关系和社会阶级结构的新变化，国际共运面临着新的历史形式，发达资本主义国家的共产党为摆脱苏联的束缚，独立自主地探索社会主义革命和建设道路，形成了‘欧洲共产主义’这一政治思潮。斯大林逝世后，特别是苏共二十大以后，欧洲共产党工人党情报局的解散，南斯拉夫脱离苏联的道路，中国与苏联在社会主义阵营内部的论战，等等，标志着社会主义阵营的解体。各国共产党内出现了改革的呼声，并形成自己的理论路线。1968年苏联出兵捷克，扼杀改革之花，西欧七国共产党公开指责和抨击苏联的霸权行径，第一次采取联合行动，这标志着‘欧洲共产主义’自主路线的开端。20世纪70年代，‘欧洲共产主义’的理论正式形成”（金炳华，2003：992）。邓小平指出：“欧洲共产主义‘是一个在探素中的问题。欧洲的共产党也在探索中’”（冯兹群，1980：29）。紧接着又指出了欧洲共产主所包含的内容：“（1）它是独立于苏联的一种带有白主性的新战略；（2）这种新战略是要通过民主的途径去实现社会主义；（3）它所要建立的社会主义将是全面民主和全面自由的。概括起来说。欧洲共产主义就是西欧一些共产党采取的通过民主途径建立民主自由的社会主义这样一种独立自主的战略。因此，人们也把它叫做议会式民主的社会主义”（冯兹群，1980：29）。
