定义

“普世”一词来源于希腊文的oikoumene，指的是整个有人居住的世界。公元395年罗马帝国分裂为东西两个帝国，基督教也分化为东西两派，“普世”概念最早是由基督教东西两派为争夺在整个罗马帝国的影响力而提出并使用的。第一次世界大战之后，欧美一些新教教会借助这一概念，发起了旨在争取全世界基督教各派联合的“普世运动”，提出教会是超国家、超民族、超阶级的普世实体的主张。20世纪90年代中期，国内引进了西方宗教界首倡的“普世伦理”的概念。2008年之后，又兴起了关于普世价值的讨论。近些年来，“普世价值”成为价值观领域中讨论较为激烈的问题，普世价值中的所谓“价值”，其实指的就是一定的价值观，而“普世”，简单地说就是普遍适用于一切时代、一切人群。“‘普世’有两种含义。一是从横向看，是指价值的普遍适用性。即这种价值观念适用于所有的人，不管哪个阶级、哪个人，都赞成并实践这种价值。如果某种价值观只有一部分人赞成，另一部分人不赞成，那就不能叫做“普世”的。二是从横向看，是指价值的永恒性，即这种价值观念适用于任何社会，不管哪种社会形态，都持有并适用这种价值观念，它不会随着社会历史的发展而变化。如果某一种价值观只适用于某一种社会形态，而不适用于其他社会形态，那就不能称之为‘普世价值’”（周新城，2009：74）。
