技术创新指生产技术的创新，包括开发新技术，或者将已有的技术进行应用创新。科学是技术之源，技术是产业之源，技术创新建立在科学道理的发现基础之上。麦凯（K. G. Makey）认为，技术创新是以有应用价值的新产品为顶点标志的创新性活动过程。而凯密（M. I. Kamifl）等人则认为技术创新应当包括与技术产生和应用有直接联系的那些基础研究和市场行为。技术创新主要的结构特征包括：（1）技术创新的实质，是给商业化的生产系统引入新的产品、工艺、管理方法等，以期得到更多的商业利润。（2）技术创新的关键，是新的技术的商业化。（3）技术创新的主体是企业。（4）技术创新成功与否，仅仅以生产条件、要素、组织三者重新组合之后，相应的生产经营系统是否有利润增长为标志。技术创新的类型多种多样，常见的有渐进性创新和根本性创新。其中，根本性创新也称为激进性创新，即建立在新的技术原理基础上的技术创新；渐进性创新也称为增量性改进或边际性改进，即建立在原有技术原理上的技术的渐进性改进。当今世界，现代科学技术正在突飞猛进发展,技术创新不仅仅在个别理论和技术上有突破，而是几乎在每个学科领域都取得了巨大进展（王敬华，2003：7-9）。
