1992年10月，中国共产党第十四次全国代表大会在北京召开。大会正式代表1989人，代表全国5100多万党员。大会通过了江泽民的《加快改革开放和现代化建设步伐，夺取有中国特色社会主义事业的更大胜利》的报告，通过了关于《中国共产党章程（修正案）》的决议，选举了新一届中央委员会和中央纪律检查委员会。大会决定不再设立顾问委员会。“这次代表大会的任务是：以邓小平同志建设有中国特设社会主义的理论为指代，认真总结十一届三中全会以来十四年的实践经验，确定今后一个时期的战略部署，动员全党同志和全国各族人民，锦衣解放思想，把握有利时机，加快改革开放和现代化建设步伐，夺取有中国特色社会主义事业的更大胜利”（中共中央文献研究室，2008：650）。大会的主要贡献：第一确立邓小平建设有中国特色社会主义理论在全党的指导地位。江泽民在报告中回顾改革开放十四年来的实践，从社会主义的发展道路、发展阶段、根本任务、发展动力，建设的外部条件、建设的政治保证、建设的战略步骤、领导力量和依靠力量以及实现祖国统一的“一个国家、两种制度”的创造性构想等九个方面概括了建设有中国特色社会主义理论的主要内容。第二，明确我国经济体制改革的目标是建立社会主义市场经济体制。报告指出，我国经济体制改革确定什么样的目标模式，是关系到整个社会主义现代化建设全局的一个重要问题。这个问题的核心，是正确认识和处理计划和市场的关系。“我们要建立的社会主义市场经济体制，就是要是市场在社会主义国家宏观调控下对资源配置起基础性作用”；“社会主义市场经济体制是同社会主义基本制度结合在一起”（中共中央文献研究室，2008：656）。第三，要求全党抓住机遇加快发展，集中精力把经济建设搞上去。大会强调，我国经济能不能加快发展，不仅是重大的经济问题，而且是重大的政治的问题。以邓小平南方谈话和中共十四大为标志，中国的改革开放和现代化建设事业进入从计划经济体制向社会主义市场经济体制转变的新阶段（王顺生等，2011：264）。
