定义

区域经济一体化是指两个或两个以上的国家和地区，通过相互协助制定经济政策和措施，并缔结经济条约或协议，在经济上结合起来，形成一个区域性经济联合体的过程。一是指在不同区域(国家间或国内地区间)经济差异缩小的前提下实现的经济整合；二是指建立在区域差异和优势基础上的一种高层次经济发展的区际组织和政策。从地域范围看，可分为跨国区域经济一体化和国内跨地区区域经济一体化（刘树成,2005：826）。所谓“区域”是指一个能够进行多边经济合作的地理范围，这一范围往往大于一个主权国家的地理范围。根据经济地理的观点，世界可以分为许多地带，并由各个具有不同经济特色的地区组成。但这些经济地区同国家地区并非总是同一区域。为了调和两种地区之间的关系，主张同一地区同其他地区不同的特殊条件，消除国境造成的经济交往中的障碍，就出现了区域经济一体化的设想。按照贸易壁垒取消的程度或按一体化目标的高低，跨国区域经济一体化大体可分为以下六种形式：(1)特惠贸易协定。(2)自由贸易区。(3)关税同盟。(4)共同市场。(5)经济同盟。（6）完全的经济一体化。按区域经济一体化的范围划分，可分为部门经济一体化和全盘经济一体化。按参加国经济发展水平，跨国区域经济一体化可分为两种形式：水平一体化和垂直一体化（区域经济一体化.via：
http://wiki.mbalib.com/wiki/%E5%8C%BA%E5%9F%9F%E7%BB%8F%E6%B5%8E%E4%B8%80%E4%BD%93%E5%8C%96）。跨地区经济一体化的科学内容是，根据区域差异和区际分工的客观要求，使区域经济系统整体得到合理发展。其重要特点是，区域内的各级地方政府运用共同的政策手段，保证某种行为一体化或目标一体化的实现。我国国内跨地区的经济一体化，是在20世纪80年代实行改革开放、跨地区横向经济联合与协作的形势下提出来的。它是对我国传统体制下的条块分割、地区分割的突破；是在平等互利基础上各行政区相互协作，统筹规划，合理分工和协调发展；是协调区域利益与国家利益关系的一种重要形式（刘树成,2005：826）。
