《中共中央关于全面深化改革若干重大问题的决定》是为了贯彻落实党的十八大关于全面深化改革的战略部署而在十八届中央委员会第三次全体会议上对全面深化改革的若干重大问题作出的研究决定，于2013年11月15日正式公布。《决定》阐述了中国全面深化改革的重大意义，总结了中国改革开放35年来的历史性成就和高贵经验，提出了到2020年全面深化改革的指导思想、总体思路、主要任务、重大举措。这份文件集中了中共全党和各方面的智慧，成为新形势下全面深化改革的纲领性文件，标志着从1978年开始中国改革开放进入到新阶段。其中经济体制改革是全面深化改革的重点。我国的经济体制改革实行的是渐进式改革：十一届二中全会吹响了改革开放的号角，当时主要是农村改革；十二届三中全会后开始实行以城市为中心的整体改革；十五届三中全会和十七届三中全会提出实行和推进农村改革；十八大提出全面深化经济体制改革；十八届三种全会则进一步提出深化经济、政治、文化、社会、生态文明和党的建设制度“六位一体”的全面改革。因此，全面深化改革是全面深化经济体制改革的必然结果，是大势所趋、人心所向，是实现“中国梦”和解决我国当前面临的一系列重大问题的“总开关”。从这个意义上说，《决定》是对35年改革历程的全面总结和新一轮改革的伟大号召（林木西，2014：54）。
