定义

体制“体”的本意是指人的身体，后来又延伸为事物的存在形式，如物体、长方体、字体、文体等。“制”的含义在这里是指“式样”。将两个字联系起来，可以将体制定义为社会活动的组织体系和结构形式，包括特定社会活动的组织结构、权责划分、运行方式和管理规定等。譬如，经济体制是一定社会进行生产、流通和分配等经济活动的具体组织形式和管理体系，包括生产体制、流通体制、财政体制、金融体制、投资体制、监管体制、税收体制等。政治体制是社会政治活动的组织结构和管理形式，包括立法体制、司法体制、行政管理体制以及相应的规章制度等等。科技体制是科学技术活动的组织体系和管理制度的总称，包括科技组织体制、科技投入体制、科技管理体制、科技创新体制等等。机制一词最早源于希腊文，原指机器的构造和动作原理。生物学和医学借用这个概念表示有机体内发生生理或病理变化时,各器官之间相互联系、作用和调节的方式。后来人们将机制一词引入社会科学研究,指社会有机体各部分的相互联系、相互作用的方式。比如，市场机制就是市场经济各组成要素以市场体系为中介相互联系、相互作用、相互协调的方式，主要包括价格机制、供求机制和竞争机制三个方面。（赵理文，2009：17-21）
