• 光有唱功，没有做功，不解决实际问题。

  There is only empty talk and no action, which does not solve real problems.

• 会上讲“公开”，墙上贴“公开”，唱功极佳，做功平平。

  Saying that the meeting is "open" and sticking a banner saying "open" on the wall is an excellent use of empty words but only mediocre in its capacity to deliver results.
